Earlier profitable further, I would like to ask you a few questions:

Are y'all using cyberspace connexion on the PC?

If yes, are you using wired or wireless connection?
Yous may be facing the above issue due to improper cyberspace connection on the PC. If the PC is not connected to strong internet connexion, some of the applications fail to work accordingly. The above upshot may too occur due to improper installation of Windows 10 on the PC.
Connect the PC to a strong internet connectedness and cheque if the issue is resolved. If you are using wireless connectedness, I suggest you to connect using a LAN cable and cheque if like issue persists.
If the issue persists, I suggest you lot to p erform In-place upgrade past downloading and installing Windows 10 using Media Creation Tool and bank check if the upshot is resolved . Select Keep all the apps and files option to retain the apps y'all have downloaded and saved files & folders on your PC.
An In-identify upgrade is the final alternative before y'all have to reinstall the operating organization. It is the upgrade performed on the aforementioned version/edition of the operating organization to repair the damaged files or to restore the lost files of the operating system.
Note Performing a repair installation will not harm files and applications that are currently installed on your computer. Please have backup of the important files and folders in the PC before performing In-place upgrade.
Follow the steps below to perform In-place upgrade:

Copy the Windows 10 ISO prototype onto a bootable media and insert the aforementioned on the computer.

Click on the .exe file and follow the on-screen instructions.

Thank you for your quick response.
I take performed an in-identify install every bit y'all suggested which fixed my problems.
The root cause is notwithstanding unknown. Internet connexion or installation errors don't seem applicative to my situation. I have a very stiff internet connection, and I have performed a clean windows 10 install to foreclose errors as much as possible.

In-place upgrade will replace/repair the missing/corrupted system files and folders on the PC which might have acquired the issue you were facing.
